Operations Improve in MAGERWA

The Hub Transport Advisor held a meeting with the MAGERWA Managing Director in Rwanda on December 1, 2006. Discussions reviewed the progress in implementation of a service-based tariff system replacing the old ad-valorem system.

This operational reform, earlier proposed by the Hub and implemented by MAGERWA using its own resources, is proving to be a resounding success. As a result of the same, the levy (3 % of the CIF value of goods) that was being collected by the Government for revenue purpose has been scraped. In the same time, MAGERWA's revenue collection has considerably increased.

Options for further assistance to MAGERWA, by the Hub, were also reviewed. The Hub will assist MAGERWA in carrying out a review of its operations and develop both short and long term development strategies in line with emerging developments such as the liberalization of the development and operation of inland cargo terminals, plans to build a second international airport and develop an EPZ in Kigali.
